it won't work for the mod we use now.
Just extract the dat file with winmip2, open the shiny file and save it as a tga/bmp file, open in art program and reduce brightness to desired amount (say 50%) resave, then reopen the tga/bmp in winmip and save it again as a mip file (using same type and priority settings as original). Put new shiny.mip into the respective mod folder to use it.
General rule of thumb for reflective mapping is white = 100% reflection, black = 0% reflection, so somewhere in between will be what you need, the effect will vary between gfx cards, and there may be different reflective files for each car make.
