The download mip file is called series_flagger

C:\Papyrus\NASCAR Racing 2003 Season\objs <--- does the official in pitlane
C:\Papyrus\NASCAR Racing 2003 Season\tracks\shared <--- does the trackside officials (start/finish, pit entry/exit etc.)

and all tracks that use my static official model or have their own series_flagger.mip packed into the track dat (i.e. all of my tracks, all late 2010 & 2011 Revamped tracks).
